      "Mr. Fisher rose and made the following remarks:
      Mr. Speaker : It becomes my painful duty to announce that Mr. Francis Horr, my colleague, and member elect in the other branch of this General Assembly, is now no more. About four weeks since, he was attacked with a malignant fever, which confined him to his bed, and from which he never rose, but expired on the 11th instant, at 10 o'clock, P. M., surrounded by friends, but leaving a bereaved wife and five or six small children to mourn the loss of a beloved husband and kind and tender parent. Mr. Horr was a native of Maine, but had resided in the county of Delaware, in this State, (from which he was a representative,) near thirty years. He had been, for a number of years previous to his decease, an exemplary member of the Methodist Episcopal Church, and died in the full confidence of a Christian's hope. He was in the vigor of manhood when, in the providence of God, he was taken from his family and numerous acquaintances. My personal acquaintance with Mr. Horr had existed but a few months previous to his decease, but even that short period had awakened in my bosom feelings of the warmest friendship. Although Mr. Horr did not profess to have talents of a high and brilliant order, yet his moral and social qualities were seldom equalled. As a husband, he was kind and affection ; as a parent, he was honored and beloved; and as a citizen and a neighbor, he was universally esteemed and respected ; and all classes will long mourn their irreparable loss. He is gone, and, I trust, to a brighter and better world ; but he has left to his family a rich legacy, in a character without reproach, and a name without a blemish. He has lett us, but his example and his virtues remain for our emulation.
      Mr. Fisher then offered the following resolutions, which were adopted:
      Resolved, That we deeply sympathize with the family and friends of the Hon. Francis Horr, late a member of the Senate, in their bereavement, in this dispensation of the providence of God.
      Resolved, That the members and officers of the House of Representatives testify their respect for the memory of the deceased, by wearing crape on the left arm for thirty days."
