      Obituary:
      Arthur N. Horr, 91, of Portsmouth, died Thursday, September 1, 2005, at Hill View Retirement Center. Arthur was born Sep. 22, 1913, in Portsmouth, the son of the late Arthur Horr and Maud Anderson Horr. Arthur was a graduate of Portsmouth High School and the Ohio Slate University with a degree in Accounting. Arthur was a member of Phi Kappa Psi Fraternity, a charter member of Cornerstone United Methodist Church and Wesley U.M.C. and a longtime member of Bigelow U.M.C. where he was Treasurer. Arthur served in the U.S. Army in World War II as a Lieutenant Colonel in the Held Artillery. He received the Bronze Star for meritorious service in connection with military operations in Germany. Arthur was owner/operator of Horr Brothers Building Supplies; Treasurer and Director of Business Affairs of the Portsmouth City Schools, 1963-1975; member of the Portsmouth City Council, 1959-1963; and member of the board of directors Citizen Savings and Loan Company (later the Civic Bank), 1961-1983. Arthur was preceded in death by his wife of 67 years, Rossine Schirrman Horr, whom he married April 17, 1937 in Portsmouth. He is survived by his sister, Margaret "Peggy" Horr Murphy; two daughters. Nancy Gutmann and her husband, Sam, of Brookline, Mass., and Margaret "Peggy" Underwood and husband, Karl, of Parkersburg, W.Va; two sons, A. Newton Horr and wife, Vonnie, of Greenville, S.C., and C. Frederick Horr and wife. Joy, of Vienna, Va.; seven grandchildren; and four great -grandchildren. He was also preceded in death by his brother, Beverly Horr. There will be no funeral or visitation. Interment will be in Greenlawn Cemetery under the direction of F.C. Daehler Mortuary in Portsmouth. A memorial service will be held Saturday, September 10, at 3:30 PM at Hill View Retirement Center.
