Mr. Orr was born in Scranton, Pa., and lived in Syracuse most of his life. He retired in 1982 as personnel director of St. Joseph's Hospital after 20 years. He was a graduate of St. Bonaventure College. He taught at LaSalle College in Phiiadeiphia, Pa. He worked for the City of Philadelphia, Pa., personnel department. He was a communicant of St. James Church. Mr. Orr was an Army Veteran of World War II. Surviving are a son. Robert of Syracuse; a daughter, Mary Cummings of Spencerport; a sister, Joan McMahon of Avoca, Pa.; a brother, Gerard of North Hollywood, Calif.; three grandchildren; and several nieces and nephews. Services will be at a time to be announced Tuesday at the BalIweg & Lunsford Funeral Home. Burial will be in Onondaga Valley Cemetery.
